UNITED NATIONS (AP) — The United States and Panama are urging the U.N. Security Council to authorize a 5,550-member force with the power to detain gang members in Haiti to help stop the escalating violence.

The two countries outlined their proposal to transform the Kenya-led multinational force now deployed in the Caribbean nation into a much larger force in a draft resolution to the U.N. Security Council obtained Wednesday by The .

The first Kenyans arrived in Haiti in June 2024 and the force was supposed to have 2,500 troops, but it has been plagued by a lack of funding and its current strength is below 1,000.

Gangs have grown in power since the assassination of President Jovenel Moïse in 2021. They now control 90% of the capital, Port-au-Prince, and have expanded their activities, including looting, kidnapping, sexual assaults and rape, into the countryside. Haiti has not had a president since the assassination.

The six-page draft resolution expresses appreciation to Kenya for leading the multinational force but reaffirms Secretary-General Antonio Guterres' finding in February that it hasn't been able to keep pace with the dramatic expansion of the gangs and needed to be scaled up.

Acting U.S. Ambassador Dorothy Shea had announced on Aug. 28 that the U.S. was seeking U.N. authorization for a new Gang Suppression Force.

The draft resolution would authorize U.N. member nations to transition the mission into such a force in cooperation with Haiti's government for an initial period of 12 months. The force would be able to detain and arrest Haitians.

It states that the force would consist of 5,500 uniformed personnel and 50 civilians who would be paid from voluntary contributions. But it does not specify whether Kenya or any other country would contribute troops or police.

The resolution would authorize participants in the new force to "conduct independent, intelligence-led targeted counter-gang operations to neutralize, isolate, and deter gangs that continue to threaten the civilian population, abuse human rights and undermine Haitian institutions."

The new force would also provide security for critical infrastructure, including the airport and ports, schools and hospitals, along with the Haitian police and armed forces. And it would support Haitian efforts "to combat illicit trafficking and diversion of arms and related materiel."

Raiders wide receiver Jakobi Meyers ran a comeback route, focusing on producing in the regular season after his trade request was denied.

Meyers said Wednesday he met with decision-makers and decided dropping his trade request for taking the field was in the best interest of everyone involved.

"I asked, they said no," Meyers said, chuckling at the reality of the situation. "That's where that stopped. I mean, I'm just going to keep doing my job until something shakes out either way, honestly. I don't know which way it's going to go, but I'll be ready for whatever."

Meyers said, "I ain't tripping," and admitted he didn't know if the Raiders would extend a new contract offer.

Unsettled and lacking clarity, Meyers said he's only back in the fold because of his teammates. There is no guaranteed money remaining on his deal beyond the $10.5 million base salary in 2025.

"But you've got to find a way to separate yourself from all the business," he said, adding he was hopeful the Raiders would agree that he proved his worth last season. "I thought they would see it that way -- they don't."

Meyers, 28, became the No. 1 wide receiver for the Raiders following the October 2024 trade of Davante Adams to the New York Jets. He caught 87 passes for 1,027 yards and four touchdowns.

He plans to be in the lineup when the Raiders and new head coach Pete Carroll march into the regular season against the New England Patriots on Sunday.

"It's a job," Meyers said. "At the end of the day, I'm happy to be doing my job with my boys, but I can be happy anywhere."

ORCHARD PARK, N.Y. (AP) — The Bills restructured left tackle Dion Dawkins' contract in a move that gets Buffalo under the NFL's salary cap, a person with knowledge of the deal confirmed to The on Wednesday.

The person spoke to the AP on the condition of anonymity because the team is not going to release the information publicly. ESPN.com first reported the restructuring.

The move freed up about $7.5 million in cap space for a Bills team that began the day about $3.5 million over the limit, the person said. Dawkins is entering his ninth season and is under contract through 2027 after signing a three-year, $60 million contract extension.

Teams have until the end of Wednesday to be cap complaint to start the season with all 53 active players and practice squad members counting against the payroll.

In a separate move, the Bills signed receiver Gabe Davis to their practice squad with the intention of placing him on injured reserve. The sixth-year player, who spent his first four seasons in Buffalo, is not cleared to play after tearing the meniscus in his left knee in mid-November, ending his one season in Jacksonville.

Adding Davis led to Buffalo cutting veteran safety Jordan Poyer from the practice squad in what is considered a paper move. The team intends to re-sign Poyer once Davis is placed on IR.

Paul Mescal is embracing his grays.

At The History of Sound premiere in New York City on Tuesday, Sept. 2, the actor, 29, set the record straight about his "new" salt-and-pepper look.

"It's not new. It's been here for a while," he told PEOPLE exclusively.

Mescal explained that he often dyes his hair for roles such as his portrayal of William Shakespeare in his upcoming film Hamnet.

"I've always liked it... I've had salt and pepper hair since I was, like, 18," he said. "It's been just covered for a lot of the time."

Earlier this summer, the Normal People actor was spotted with noticeable grays while attending the Wimbledon final in London. During the men's championship match between Jannik Sinner and Carlos Alcaraz on July 13, he was seated next to his All of Us Strangers costar Andrew Scott, as well as Keira Knightley.

Mescal opted for a navy blue suit with a striped shirt, both by Carter Young, and a colorful printed tie. He also wore a black leather watch and a pair of black sunglasses.

The star had slowly been letting his grays come in for a few months. At the Cannes Film Festival in May, he appeared on the red carpet for the premiere of The History of Sound in a simple all-black look and a few of his silver strands showing through.

He also sported a subtle salt-and-pepper look while spending time with his girlfriend, Gracie Abrams, at the Glastonbury Festival.

At the N.Y.C. premiere of The History of Sound, Mescal opened up about choosing queer roles. In the film, the actor plays Lionel Worthing, a talented singer from rural Kentucky who leaves his family farm to attend the Boston Music Conservatory. There he meets student David White (played by Josh O'Connor) and the pair develop an intimate relationship, per a synopsis.

"I think I'm drawn to characters regardless of their sexuality," Mescal shared. "I think, like, I'm learning more and more as I kind of do this job that, unless I have something to say about who these people are, unless I fundamentally know or have a distinct opinion about them, I won't do it."

"I love Lionel," he said of his character in the film. "He's the longest I've lived with any character. I've waited five years to get to play him, and I'm so grateful that I did. I think he's an extraordinary man."

Mescal shared that acting with his close friend O'Connor, 35, as lovers in the film "didn't make things awkward" and described filming together as a "fun" summer camp-like experience.

"I think because the subject matter is generally quite heavy. Josh and I, for whatever reason it was, just kind of rallied against that as much as we could," he said. "It was pretty light offset. It's like one of the best jobs in the world. When you get paired with a friend of yours already that you admire so much … it's kind of like a summer camp, getting to hang out with your friend ... So it was fun."

Howard Stern's radio comeback was delayed due to the shock jock mourning his beloved rescue cat, according to new claims.

RadarOnline.com can reveal the veteran broadcaster, 71, canceled his long-awaited return to the The Howard Stern Showafter Bud passed away, leaving both Stern and wife Beth devastated.

Cat Trauma

He was supposed to be back on the airwaves on September 2 until the "family emergency" struck which according to Rob Shuter, centered around Bud's death.

A pal told Shuter: "Howard is crushed. He adored Bud.

"Beth is distraught. She saved this stray, nursed him back to health, and he became their everything.

"Losing him has left them shattered."

Stern and Beth have rehomed thousands of stray cats, but Bud was extra special as he was the one they kept themselves.

And his death has left a "gaping hole" in their lives.

Another insider said: "This isn't just a pet.

"Bud was family. Howard can't sit in front of a mic and laugh when his heart is breaking."

'More That Just A Pet'

Bud was special to Stern and Beth as he was a rescue cat they kept, rather than help rehome.MEGA

The tragedy comes as Stern faces a pivotal moment in his long career.

His $500million SiriusXM deal expired this fall, sparking speculation he might walk away but the veteran star secretly signed a new contract.

"Howard will be back — it's done," says a source. "But right now, his focus is Beth and grieving Bud."

However, ex-staffer Steve Grillo claims Stern will struggle stopping his falling ratings which are now down to 125,000 a day, compared to 20million in his pomp.

He believes his older fans have deserted him, given how much he's changed his style.

Grillo believes Stern alienated many of his audience when he slammed supporters of Donald Trump during a broadcast in September 2024.

Not only sharing he didn't agree with Trump's political views, Stern said he "hated the people who vote for him," and that he thought they were "stupid," and he had "no respect" for them.

"People listened to whatever he said, and those people were the hard-working people that wanted a change in this country and made him famous and made him rich," Grillo said.

"And he turned his back on them by saying, 'If you like a certain political person, I don't want you listening to my show'…That's why he's got 125,000 listeners.

"People cared about what he said every single day, and then he turns on them…What kind of arrogance and stupidity is that?"

Meanwhile Stern, whose return is now scheduled for next week, is also allegedly unhappy with SiriusXM podcast darling Alex Cooper, the host of Call Her Daddy.

Will Power needed just one day to close the door on his 17-year career with Team Penske with the announcement Wednesday that he will replace Colton Herta at Andretti Global next season.

The two-time IndyCar champion and former Indianapolis 500 winner will drive the No. 26 Honda for Andretti as Herta moves to Europe to be part of the debut season of the Cadillac Formula 1 team as a test driver.

"This is a whole new chapter for me," Power said. "I have to say that sometimes a change of scenery and a fresh start is very energizing. I can't wait."

The decision to leave Penske was technically Power's as he grew weary of being strung along for the entire 2025 season by Roger Penske. The team refused to negotiate on an extension until after the Australian scored the first IndyCar win for the organization this season last month, and by that time he felt slighted and cornered into negotiating what would likely be a one-year deal.

He made the decision to move on to another team and found the softest landing spot possible at Andretti, which is shuffling Herta off to Europe in the hopes Herta can earn the super license he needs to be eligible to compete in F1.

Power becomes the most veteran and winningest driver at Andretti, where he will join Indianapolis 500 winner Marcus Ericsson and Kyle Kirkwood in a three-car lineup. He enters at a time new team owner Dan Towriss is trying to rebuild Andretti Global into an IndyCar powerhouse.

"I want to thank Colton Herta for all the great memories and success he brought to Andretti Global during his time with the team. We're incredibly proud of him and wish him the best in his new F1 journey," said Jill Gregory, COO of TWG Motorsport and president of Andretti Global.

"We couldn't think of a better driver than Will Power to fill Colton's shoes here at Andretti and take the wheel of the No. 26 Honda. Will is a fierce competitor whose record speaks for itself. Additionally, he's a great personality and we feel he'll be a strong fit for the team culturally as well."

Power brings over 20 years of record-breaking IndyCar experience to Andretti. He passed Mario Andretti as IndyCar's best qualifier with 71 poles. His 45 career victories rank fourth on the IndyCar win list. He has won at least one race a season every year but 2023, the year his wife almost died from a staph infection.

Power turns 45 at the start of the next season and is expected to be replaced by Penske in the No. 12 by 23-year-old David Malukas.

Even though Power's contract concluded after Sunday's season finale at Nashville Superspeedway, Team Penske is holding on to Power through Dec. 31 and he won't be cleared to work for Andretti until the start of 2026.

Despite the delay in the fresh start after an anxious season of uncertainty, Power is looking forward to his next opportunity.

"I just want to say how excited I am to be joining Andretti Global. I can't thank Dan, Jill and the team enough for this opportunity," Power said. "Colton is someone that I've been massively impressed with for a while. He has a lot of natural ability, and I think he's going to do a great job over in Europe. I'm excited to watch him and will work to step in and do everyone on the 26 team proud.

"I'm really looking forward to meeting all the Andretti team and getting to work in 2026. They have some very smart people, and I know it will be enjoyable to get to winning. I'm also looking forward to driving for Honda."

The move is a blow for General Motors, which has achieved tremendous success with Power in its lineup and now loses a driver to Honda who gave Chevrolet one of its four victories this year in a 17-race season.

Power a year ago won three races and was mathematically eligible for the championship at the finale. But that wasn't enough to get Penske motivated to work on an extension until Power felt so slighted he didn't want to return to the organization and suffer through the same uncertainty next year while competing in a one-year contract.

FIFA will launch its own ticket resale platform ahead of the 2026 World Cup, the soccer governing body announced on Wednesday, Sept. 3.

FIFA wants to safeguard soccer fans against invalid or unauthorized resale tickets, ahead of the event held at 17 different venues in the United States, Canada and Mexico from June 11 to July 19, 2026.

"We want to keep a safe and secure, and regulated environment for fans to be able to resell their tickets, also ensuring that from a technical point of view, that the resale ticket actually works when you come to the gate," FIFA World Cup 26 chief operating officer Heimo Schirgi said during a media briefing.

The announcement comes on the same day FIFA announced its presale draw, in which approximately 1 million tickets will be available to purchase, FIFA said.

Visa customers worldwide can register to buy World Cup tickets between Sept. 10 at 11 a.m. ET and Sept. 19 at 11 a.m. ET. Eligibility will be established with a no-value transaction. Ticket buyers will be notified if their application was successful on Sept. 29, and issued a date and time slot to purchase their tickets between Oct. 1 to Oct. 21.

Ticket buyers can purchase up to four tickets per match, for up to 10 matches, 40 tickets in total, FIFA says.

The lowest price ticket for group stage matches will be $60, while the most expensive ticket price for the World Cup final will be set at $6,730 through each ticket purchasing phase. However, variable pricing could affect how much those prices could fluctuate based on demand before they hit the resell market.

Ticket buyers hoping to resell World Cup tickets from the United States, Canada and internationally will be allowed to set their own prices.

"We are not capping the FIFA resale platform in terms of ticket prices," Schirgi added. "Obviously, people would go to other resale platforms and would try to find other ways of reselling the ticket, which obviously is something we don't want."

However, FIFA says ticket buyers from Mexico hoping to resell in the country will only be able to flip them at face value, due to Mexican government regulations.

World Cup ticket buyers in Mexico will be operate out of a separate platform through FIFA.com/tickets, where all ticket sales will be available.
